The Nazi's identified any "Ethnic" Jew as someone with a jewish grandparent. A religious Jew would have to be born of a jewish mother or convert. Israel chose to permit the immigration of anyone with a Jewish grandparent, even if they were not actually Jewish. This was because they were persecuted alongside Jews. Groups of people took advantage of this, and many criminals (Russian Mafia), antisemites (Neo-nazi's), etc. have found their way into the country.
