Why do people respect bully types and think bullies have high self esteem when the opposite is true?

Why isn't it obvious to everyone that bullies act like jerks and put down others to make up for something that they are lacking within themselves? Why are they viewed as strong when they are really scared and weak inside? Can't people see past the facade?
