bra/panties means she's up to something.

Well bras/panties are more for not being revealed and behind closed doors. A bikini is swimwear.

However I do agree that there is no difference if you take a picture of your bikini inside your bathroom and/or bedroom. If you're at the pool or beach though, I see no problem with it.

Also usually bra/panties are made a certain way and more revealing unless you buy your bikini too small or your panties are your moms or grannies.

I think the issue is clearer if we compare apples to apples, not apples to oranges.

Swimwear is generally designed as the only garment in a public setting, and even will maintain modesty when wet.

Compare that to the bra some body's grandma chooses and it's probably similar. Then compare the suit acceptable at a public pool with something lacy and see-through from Victoria's Secret and there's a major difference.

Not a got damn thing!

The only difference that could be is one person looks at the bra and panties is a MORON and thinks "Shame" and a sane person thinks nothing of it one way or the other.

Social convention. If you tried wearing a bikini to the supermarket instead of the beach it would also be somewhat taboo.
